On the PTS they are testing the next patch version of the game, version 1.4. At the moment it's only available if you play on the PC and have a UPlay account through PC. Week 2 Reset and you can play a copy of your live server character, and progress. Introduction of the new World Tier mechanic, set changes, gear drops ect. Week 1 you started a new character at lvl 30 to test the GS pr0gression through all the GS tiers.
If you would like to take part in testing the game, don't mind losing any progression when they make changes, or just want to take part and see what's coming then please do download it, or you can wait and see 1.4 when they finalise the build and release it live. Some users have taken issue with how the game handles matchmaking, prioritizing connection over user levels which can cause balancing issues for some of the more difficult missions. While The Division managed to avoid widescale server problems during its launch unlike some other online focused games, the experience still has a few issues it needs to sort out. The developer even provided a nerf to the high-end submachine gun Midas in just a few days, which had been reported as being unfairly balanced by players thanks to a combination of perks on the gun. Ubisoft has yet to comment on these latest developments, but so far Massive Entertainment has proven to be very quick responding to user found issues like with the infamous ballistic shield exploit which allowed players to use their primary weapon with the shield. For some folks who barely meet the system requirements, this is a massive issue and could easily explain why the game is crashing back to the desktop as some systems run out of resources needed to keep it running. Fast traveling to a safe house and idling a bit would reduce that number to 5.5 GB, but still much too high. The Reddit user noted that the game would eventually climb up to 7 GB of RAM during gameplay to keep itself running, which is extraordinarily high. Unfortunately, it was discovered that a memory leak may be to blame for the choppy framerate and eventual crashes some folks are seeing. Even after rolling back their NVidia drivers, the issues persisted prompting the user to attempt to troubleshoot the problem, going as far as ruling out things like the UPlay overlay, SLI, and disabling VOIP entirely.
While the initial update settled a lot of those problems, the crashing issue has reared its head once more according to a post on Reddit.
